Downtown Waterloo Railyard Relocation and Railroad Crossing Improvement Study
In March of 2024, the U.S. DOT announced an award for the nationally competitive Reconnecting Communities and Neighborhoods Program (RCN) for the City of Waterloo. The $750,000 award will be used to analyze the location and impacts of the CN Railyard between E 4th St and Martin Luther King Jr. Dr. The study will specifically look at safety, equity, community connection, potential relocation, and economic development.

History
The City of Waterloo has long recognized the need to address the challenges posed by its existing railroad infrastructure, particularly the CN Railyard. This rail yard, located in the heart of the city, has been a central feature of Waterloo’s transportation network for decades. Over time, however, the railyard has become a significant barrier to efficient traffic flow, safety, and economic development, leading the city to explore ways to improve both the rail and road systems.
| Problem | Solution |
|---|---|
| The CN Railyard, located in the heart of Waterloo, creates significant barriers for the community. It causes disruptions in mobility and safety, particularly on major roads like East 4th Street, which is hindered by long crossing delays. The railyard contributes to air and noise pollution, exacerbating health issues such as asthma and disabilities in the surrounding area. These challenges are compounded by a history of redlining, segregation, and limited investment, resulting in diminished property values and economic stagnation, particularly in the Smokey Row Triangle. | The City of Waterloo is conducting the Downtown Railyard Relocation and Railroad Crossing Improvement Study to evaluate relocating the railyard and improving crossings. The study aims to enhance safety, air and noise quality, and create economic opportunities. It will involve analysis, community engagement, and collaboration with stakeholders to develop solutions that improve public health, mobility, and quality of life. Redeveloping the railyard site could lead to green spaces, economic revitalization, and a more equitable urban environment. |
