The Iowa Northland Regional Council of Governments is an association of local governments that is committed to identifying, securing, and coordinating local, regional, and federal government projects and programs for the enhancement of our region and member communities.

The Draft FY 2027 Transportation Planning Work Program is available for comment. The TPWP documents the transportation-related activities and projects that are anticipated to occur in the RTA region for the fiscal year beginning July 1, 2026 and ending June 30, 2027; updated annually.

Comments will be accepted until the RTA holds a public hearing to consider adoption of the final document on May 21, 2026, at 1:00 PM. Comments and questions can be submitted to Nick Fratzke.


Draft chapters of the 2050 LRTP are available for review and comment, with additional chapters to be released as they are completed. Comments will be accepted until the RTA Policy Board reviews and considers adoption of the full final plan on December 18, 2025.


The RTA is seeking input from communities across the region on the draft 2050 Bikeway Plan. This plan will guide future investments in biking infrastructure, improving connectivity and accessibility for cyclists of all ages and abilities.

HOW TO PROVIDE FEEDBACK:

1. Review Existing Facilities – Check the Interactive Map for accuracy of current bicycling infrastructure.

2. Review Planned Trails – Explore the Planned Trails layer to see proposed routes and suggest updates.

3. Contact RTA Staff – If your community has additional trails to be considered, coordinate with Nick Fratzke at nfratzke@inrcog.org to ensure they are included in the working plan.


2045 Long Range Transportation Plan (LRTP)

Establishes the purpose and need for major transportation investments, identifies activities to address transportation and growth issues, and prioritizes investments to improve system condition and performance; full document update every five years.

FY 2026 Transportation Planning Work Program (TPWP)

Documents the transportation-related activities and projects that are anticipated to occur in the RTA region for the fiscal year beginning July 1, 2026 and ending June 30, 2026; updated annually.

FY 2026-2029 Transportation Improvement Program (TIP)

Includes all projects programmed for federal transportation funding in the RTA in the next four federal fiscal years; updated annually.

2026-2030 Passenger Transportation Plan (PTP)

Provides coordination between passenger transportation providers and human service agencies and recommends projects to improve passenger transportation; joint document with the Iowa Northland Regional Transportation Authority, a six-county region of Black Hawk, Bremer, Buchanan, Butler, Chickasaw, and Grundy Counties; full document update every five years.

2024 Public Participation Plan (PPP)

Details the processes the RTA will follow to involve the public in the transportation planning and programming process; full document updated every five years.
