Director of Transportation

Nick Fratzke | nfratzke@inrcog.org

Nick joined INRCOG as a community development specialist in 2020, prior to which time he was the Director of Community Development for Jasper County, Iowa. Fratzke has led a number of long-term planning initiatives including implementation of several city comprehensive plans, a county-wide multi-jurisdictional hazard mitigation plan, city emergency operation plans, the Black Hawk County Water Trails Master Plan and state designation, as well as a number of zoning ordinance revisions and updates in his time with INRCOG. Fratzke also directed the Jasper County Comprehensive Plan initiative, in his previous role. Nick is an active member of the Iowa chapter of the American Planning Association and as such has attended multiple conferences and workshops. Fratzke has a Bachelor’s Degree in Public Administration from Grand View University.

Transportation Planner II

Kyle Durant | kdurant@inrcog.org

Kyle joined INRCOG in 2009 and has since worked on a wide range of short- and long-range transportation plans and projects, and numerous grant applications for trail, recreation and highway projects. Durant has also led many local planning initiatives including the Cedar Valley Trails Wayfinding Signage project, Rolling Prairie Trails Wayfinding Signage project, 2040 and 2045 Regional Bicycle Accommodation Plan, and Wellsburg Bicycle and Pedestrian Concept Plan. He is an active member of the Waterloo Complete Streets Advisory Committee and spearheads the Black Hawk County Resource Enhancement and Protection (REAP) Committee. Durant has a Bachelor’s Degree in Geography from the University of Northern Iowa.

Transportation Planner

Aldina Dautović | adautovic@inrcog.org

Aldina joined INRCOG in 2021 and has worked on a variety of bicycle and pedestrian initiatives including the Interactive Cedar Valley Trail Map and the collection of Cedar Valley trail pavement conditions with the Data E-bike. Dautović has also worked on short- and long-range transportation plans, safety projects, and grant applications for various trail and recreation projects. She is an active member of the Waterloo Complete Streets Advisory Committee. Dautović has a Bachelor’s Degree in Environmental Policy and Planning and a Sustainability Certificate from the University of Iowa.

Data Services Coordinator

Dan Schlichtmann | dschlichtmann@inrcog.org

Dan joined INRCOG in 1999 and is responsible for creating illustrative and geographic information system (GIS) maps for inclusion in comprehensive plans, hazard mitigation plans, transportation plans, trail plans, and grant applications. In addition, he has created numerous maps for city development and planning purposes. Schlichtmann maintains MET Transit’s routes on Google Maps and assisted in the layout and publication of the Route Map and Schedules for MET Transit and the Cedar Valley Trails and Recreation Guide. Schlichtmann has a Bachelor’s Degree in Geography, a Geographic Information Systems and Cartography Certificate, and a Computer Applications Certificate from the University of Northern Iowa.

Safe Routes to School Coordinator

Brenda Vavroch | bvavroch@inrcog.org

Brenda joined INRCOG in 2020 and works primarily with elementary schools, middle schools, and youth servicing organizations. Brenda works to support communities’ efforts to encourage and engage youth and their families while also teaching them how to safely increase walking and biking in their every day travel choices. Vavroch instructs volunteer leaders and students in a variety of traffic safety, pedestrian, and bicycle safety lessons. She also coordinates walking school bus, bike rodeos, and community trail rides. She is an active member of the Healthy Cedar Valley Coalition and joins Wellmark’s Healthy Hometown’s Move More committee in several communities. Vavroch has a Bachelor’s Degree in Leisure, Youth and Human Services and a Tourism Certificate from the University of Northern Iowa.
