Director of Transportation

Nick Fratzke | nfratzke@inrcog.org

Nick joined INRCOG as a community development specialist in 2020, prior to which time he was the Director of Community Development for Jasper County, Iowa. Fratzke has led a number of long-term planning initiatives including implementation of several city comprehensive plans, a county-wide multi-jurisdictional hazard mitigation plan, city emergency operation plans, the Black Hawk County Water Trails Master Plan and state designation, as well as a number of zoning ordinance revisions and updates in his time with INRCOG. Fratzke also directed the Jasper County Comprehensive Plan initiative, in his previous role. Nick is an active member of the Iowa chapter of the American Planning Association and as such has attended multiple conferences and workshops. Fratzke has a Bachelor’s Degree in Public Administration from Grand View University.

Transportation Planner I

Oghogho Oriakhi | ooriakhi@inrcog.org

Oghogho joined INRCOG as a transportation planner I in 2025, following his role as a Development Services Planner I with the City of Altamonte Springs, Florida. During his time in Altamonte Springs, Oghogho played a key role in managing several concurrent development services and planning projects, contributing as an integral member of the City’s Development and Review Committee. Oghogho developed a framework to complete the City’s parking, sidewalk and crosswalk gap study, and has extensive experience in permitting, land use, zoning, and reviewing conceptual designs, as well as overseeing the development plan process up to the planning board. At INRCOG, Oghogho supports both short- and long-range transportation programs, including developing federally and state-required plans, managing grants, and conducting research and report writing. Oghogho holds a master’s degree in Urban and Regional Planning from the University of Central Florida.

Safe Routes to School Coordinator

Brenda Vavroch | bvavroch@inrcog.org

Brenda joined INRCOG in 2020 and works primarily with elementary schools, middle schools, and youth servicing organizations. Brenda works to support communities’ efforts to encourage and engage youth and their families while also teaching them how to safely increase walking and biking in their every day travel choices. Vavroch instructs volunteer leaders and students in a variety of traffic safety, pedestrian, and bicycle safety lessons. She also coordinates walking school bus, bike rodeos, and community trail rides. She is an active member of the Healthy Cedar Valley Coalition and joins Wellmark’s Healthy Hometown’s Move More committee in several communities. Vavroch has a Bachelor’s Degree in Leisure, Youth and Human Services and a Tourism Certificate from the University of Northern Iowa.
