DRAFT 2026-2030 Iowa Northland Regional Transportation Authority Passenger Transportation Plan (PTP)
Iowa Northland Regional Council of Governments (INRCOG) has released the draft 2026-2030 Passenger Transportation Plan (PTP) for public review. The PTP provides coordination between passenger transportation providers and human service agencies and recommends projects to improve passenger transportation; joint document with the Iowa Northland Regional Transportation Authority, a six-county region of Black Hawk, Bremer, Buchanan, Butler, Chickasaw, and Grundy Counties; full document update every five years.
The Black Hawk County MPO will hold an in-person meeting to accept public comments about the draft PTP at 10 a.m., Thursday, Nov. 13, 2025 at 229 East Park Ave. The public meeting is available via Microsoft Teams Meeting Teams link. Comments on the draft PTP can be provided at the meeting or by contacting Nick Fratzke at 319-235-0311 or nfratzke@inrcog.org. Comments will be accepted through Nov. 13, 2025. 2050 Long Range Transportation Plan (LRTP)
Outlines the future of our metropolitan transportation infrastructure, addressing issues like sustainability, accessibility, and efficiency. It establishes the purpose and need for major transportation investments, identifies activities to address transportation and growth issues, and prioritizes investments to improve system condition and performance; full document update every five years.
FY 2025 Transportation Planning Work Program (TPWP)
Documents the transportation-related activities and projects that are anticipated to occur in the MPO for the fiscal year beginning July 1, 2024 and ending June 30, 2025; updated annually.
FY 2025-2028 Transportation Improvement Program (TIP)
Includes all projects programmed for federal transportation funding in the MPO in the next four federal fiscal years; updated annually.
2021-2025 Passenger Transportation Plan (PTP)
